Ok so i feel stupid but i cant re-size the PDF images so they can actually fir in sleeves. my only option is to print them as a full page per card.
What do I do?

Copy the image into word, resize it, duplicate it, print.  Check interwebs for sizes on cards.  Go slightly smaller.

Open the pdf in adobe, set to multiple pages and format as 3x3
