This is my first draft of a Personal Honor deck. It runs an average focus value of 3.75 and everyone has at least 4 chi base. Then there are 9 weapons that give 2chi and it becomes unable to be dueled at all. This is the roughest of all my lists as it is missing lots of proactive actions, so I would only start "working" the list and testing it if dueling comes out of the gates very strong.
