The Rokugani assumed the Naga temples to be ruined or abandoned. Their hubris proved costly.

Can a deck be built around this and Yukataka no Onna? (She actually really uses the Forest keyword.)

spider box seems the obvious choice for a nonhuman deck
other ideas, naga outta crane - chance to start first and great economy, naga outta mantis - solid economy and solid uniques, naga outta crab - great boxes, no naga scouts (yet) though..., naga outta unicorn= boxable naga.
I never understood why naga weren't cavalry, they're suppose to be super mobile
