won't see play in CE, not naval, has honor requirement, and they have better magistrates to use in the current arch

AV is just not consistent enough right now, they're a few cards short plus two of their better strategies are political.

Won't see playing CE but will see early play in EE. I could see him getting bumped up to a unique though since his card has awesome flavor.
