Personally, I could see this in my battle maidens deck as meta because battle maidens don't mind defending every once in a while, the rehonor in open phase is kinda important too.

Logic says, If no one plays sneak attack because everyone plays RtG, if a military sneak attacks into what is seen as a "stupid" opponent who then uses this action to obliterate your most powerful attack then still get the first action... In short, your screwed. Just saying... just because this isn't Rome doesn't mean you shouldn't do like they do. The biggest difference is that this card allows open re-honoring which is good meta against dishonor and even honor based dueling decks that use impromptu/imperial and then aim to peaceful you.

If you must play one of these cards, play Reinforce. The harpoon is more useful than the rehonor for military decks. Especially for Battle Maidens who have a good match-up vs dishonor already.
