I just think it makes for good storytelling. Every good story needs conflict. And this conflict will be one with villains unlike Rokugan has ever seen before. On top of that, they are steeped in history and lore within the game (unlike for example Kali-Ma which was a villain essentially created just for celestial edition).

Actually she has been in the setting since Jade-ish, when LBS came out, and had different related cards From then on for a couple arcs. It's sort of the natural evolution of a lot of things that were happening in the background in pearl and gold. However, I think the Celestial story was total shit, and though the Second City setup to me is interesting, and a cool twist, (that you can never take back without going to Rokugan2 or something) I have very little faith in Byzantine-Romans versus Samurai....

It is the natural consequence of the expansion thing, but it's all a bit silly to me. I am interested to see what happened to Aurelian's heir though.
